I learned from two members of the local mountaineering association that access to the Jelenka peak is made difficult or prohibited by the owner of the last farm, where the path branches off from the main road onto a dirt road that leads to the peak. The ban applies to everyone, not just cyclists. A couple of bends below the farm is a turnoff on a dirt road that takes you to the peak. You have to push your bike up about 50 meters, nothing difficult.
